US x Cuba diplomatic meeting by May 31?
On March 13, Cuban First Secretary Miguel Díaz-Canel publicly confirmed that his government was engaged in diplomatic talks with the United States aimed at addressing bilateral issues. The acknowledgment marked the first time a Cuban leader had explicitly disclosed such negotiations, which had previously been rumored but unconfirmed.
The confirmation came ahead of a May 29 meeting between a U.S. general and Cuban military officials at the edge of Guantanamo Bay, as reported by Reuters. The encounter at the perimeter of the U.S. naval base was the highest-level known contact between the two countries' militaries in recent years.
These events represent the most visible signs of U.S.-Cuba diplomatic engagement since the Obama-era thaw. The Trump and Biden administrations had maintained largely confrontational stances, with the U.S. keeping in place a trade embargo and Cuba facing economic hardship.
As of May 31, market participants assign a 91% probability that a formal diplomatic meeting occurred by today. The outcome of these talks could set the stage for further steps such as embassy reopening or sanctions relief. Whether the two sides will announce an actual meeting remains to be seen.
